This NAVRESFOR message announces Commander, Navy Reserve Force (CNRF) policy and guidance for Fiscal Year 2018 (FY18) Meritorious Advancement Program (MAP) for Full Time Support (FTS), Active Component (AC) Sailors assigned to CNRF activities (BSO-72), and Selected Reserve (SELRES) Sailors. 2. This NAVRESFOR supersedes NAVRESFOR 009/17. Forthcoming guidance expected in a NAVADMIN for AC/FTS MAP. 3. MAP Intent. As a part of Sailor 2025 and our continuing efforts to modernize personnel systems and processes, this NAVRESFOR provides policy and guidance for the FY18 MAP season. We continue to refine and improve the program to further empower command triads to recognize their most highly talented Sailors through immediate advancement. Changes this season include: a. Allowing multiple Meritorious Certification Letter (MCL) submissions to provide maximum flexibility for commands. Commands have the ability to provide multiple MCLs this season in order to get the Sailors they identify as MAP candidates selected in a timely manner. This ensures no command is holding up MAP advancement in order to finalize all MAP command selectees. b. Allowing commands applying for BSO-72 roll-up quotas to use E-4 quotas to advance Sailors to the paygrades E-2 and E-3. This will allow commands to recognize their greatest performers and MAP Sailors to all paygrades E-6 and below. Roll-up is not applicable for SELRES MAP quotas. c. Reducing the 2-year Time-In-Rate (TIR) to 1-year TIR for all E-6 MAP candidates with the additional ability for commands to select Sailors with No-TIR through BSO endorsement. Commands that select Sailors with No-TIR will require a BSO-endorsed letter to accompany the MCL. 4. MAP Eligibility. MAP is open to all Sailors who meet advancement eligibility requirements. a. MAP open season will take place from 1 July 2018 to 31 August 2018. The effective date of advancement is the date of the Commanding Officer's (CO) MCL or 1 July 2018, whichever is later. Commands are encouraged to begin their MAP selection process and submit their MCL as early as possible to ensure Sailors are advanced and paid expeditiously. b. MAP redistribution season will take place from 1 September to 30 September 2018. The effective date of advancement is the date of the CO's MCL or 1 September 2018, whichever is later. c. Sailors can only be meritoriously advanced one paygrade. Sailors in a frocked status are not eligible for advancement to the next higher paygrade until effectively advanced (i.e. frocked E-5 cannot be meritoriously advanced to E-6). However, COs are authorized and encouraged to MAP frocked Sailors who were selected for advancement from the Spring 2018, Cycle 239 for AC/FTS and Cycle 101 for SELRES, Navy Wide Advancement Examination provided they have not reached their effective pay date (i.e. a frocked E-5 can be meritoriously advanced to E-5), refer to member?s profile sheet for effective pay date). Sailors must have the following TIR in paygrades E-1 to E-5 for MAP advancement eligibility: (1) E-6: 1 July 2017 - Waiver from the BSO is required (2) E-5 and below: No TIR requirement 5. MAP Quotas. MAP quotas are allocated as follows: a. AC/FTS MAP Quotas: The list of quotas by unit identification code (UIC) will be on the Navy Personnel Command website upon release of the forthcoming MAP NAVADMIN at http://www.public.navy. mil/bupers-npc/career/talentmanagement/Pages/MAP.aspx. b. Echelon 2/BSO 72 MAP Quotas (FTS/AC). CNRF has 22 echelon 2 MAP quotas: 7 E-6 quotas, 11 E-5 quotas, and 4 E-4 quotas. BSO-72 echelon 2 MAP quotas are restricted to Sailors attached to commands that did not receive command MAP quotas due to insufficient E-3 to E-5 billets authorized (BA). CNRF will hold a MAP board to adjudicate these echelon 2 MAP quota requests/nominations. Each of these commands can submit no more than one package per pay grade. c. The list of MAP quotas by UIC for commissioned units and by RCC for augment units can be found on the Navy Reserve homeport website at https://private.navyreserve.navy.mil/cnrfc/Pages/ map.aspx. d. SELRES Commissioned Units. Quotas for commissioned units are based on each individual unit's E-4 to E-5 BA. e. SELRES Augment Units. Each Reserve Component Command's (RCC) quotas are based on E-4 to E-5 BA for the augment units within their area of responsibility. Each augment unit will compete for quotas within their respective RCC. Each RCC will provide additional submission guidance on their MAP board for augment units. 6. FTS/AC Controlled Rates. Commands who desire to MAP a Sailor in a controlled rate must submit a MAP controlled rate endorsement request to CNRF, via their chain of command. For a listing of FTS/AC Controlled rates, watch for guidance in a forthcoming MAP NAVADMIN. 7. The following SELRES rates are closed or controlled for the FY18 MAP Season. Closed rates are not eligible for FY18 MAP season. a. SELRES closed rates: AME1, AWR1, EA1, ET1, GSM1, LN1, MC1, ND1, STS1, AME2, AWR2, EA2, ET2, GSM2, LN2, MC2, ND2, STS2. b. Except for the SELRES closed rates, all other SELRES rates are controlled. Due to various accession programs into the Reserve Component, there are no open ratings for SELRES for FY18 MAP. 8. Timeline a. 15 May 2018: Deadline for augment units to submit quota packages to appropriate RCC. RCCs will provide submission guidance. b. 1 June 2018: Deadline for all packages listed below are due to CNRF via the drop box tab on the Navy Reserve homeport website at https://private.navyreserve.navy.mil/cnrfc/Pages/map.aspx. (1) AC/FTS controlled (2) AC/FTS echelon 2 quota (3) Commissioned Unit controlled (4) Augment Unit controlled - Uploaded by following the completion of echelon 4 RCC board. c. 11 Jun 2018: MAP AC/FTS echelon 2 quotas, AC/FTS Controlled quotas, and SELRES commissioned units controlled quotas board convenes. d. 15 Jun 2018: SELRES MAP review for augment units controlled quotas at CNRF. 9. FTS/AC MAP package submissions/validation. a. Command Specific MAP Quota(s). Submit MAP MCL per forcoming NAVADMIN. b. Submit controlled rate quota request or echelon 2 MAP nomination requests via the drop box tab on the Navy Reserve homeport website at https://private.navyreserve.navy.mil/cnrfc/Pages/map.aspx. 10.
